Senator majority leader Bob Munson (Walter Pidgeon) must confirm a secretary of state nominee. Munson is having a fling with Dolly Harrison (Gene Tierney). The president (Franchot Tone) is dying. South Carolina Senator Cooley (Charles Laughton) thinks that the nominee, Robert Leffingwell (Henry Fonda) used to be in league with Communists and does not want him to get a political job. He tries to get Herbert Gelman (Burgess Meredith) to say that the Leffingwell was a Communist. Another senator, Fred Van Ackerman (George Grizzard), wants approval for Leffingwell and tries to blackmail Brig Anderson (Don Murray), a chairman whose wife Ellen (Inga Swenson) is not secure.
